In the previous video it should highlighted the following parts and words of her speech:

at second 35 she says "...you do not have to wear a mask..." she doesn't say  "you shouldn't" or "don't use".

at second 49 she says (and this is really important!): "However if you are healthy and you are taking care of a person who may be infected with the new Corona Virus then you should wear a mask whenever you are in the same room with that person."

MARK THESE WORDS: IF WE ARE TALKING ABOUT PANDEMIA YOU MUST ASSUME EVERYONE IS INFECTED, THAT'S WHAT A DENTIST DOES OR ANY OTHER HEALTH PROFESSIONAL DOING PROCEDURES ON PATIENTS, MEANING THAT YOU SHOULD WEAR A MASK, USE IT PROPERLY!
